The Territory Without Municipal Organization (TWOMO) includes unorganized communities and geographic townships within the District of Nipissing that are not part of an incorporated municipality or First Nation community.
The District of Nipissing Social Services Administration Board (DNSSAB) is responsible for administering representation for the Territory Without Municipal Organization.
The Nipissing District has one (1) Board position that represents the TWOMO area.
One member is selected by the residents of Area 7 to represent the following geographic areas:
Nipissing Unorganized North Part and Nipissing Unorganized South Part, including the communities of Balsam Creek, Eldee, Jocko, Mulock, Redbridge, Songis, Thorne, Tomiko, Tilden Lake, Acanthus, Achray, Brent, Canoe Lake, Coristine, Daventry, Government Park, Kilrush, Kiosk, Lake Traverse, Mink Lake, Odenback, Radiant, and Stuart, as well as the geographic townships of La Salle, Mulock, Osborne, Stewart, Gladman, Anglin, Ballantyne, Barron, Biggar, Bishop, Boulter, Bower, Boyd, Bronson, Butt, Canisbay, Clancy, Deacon, Devine, Dickson, Edgar, Finlayson, Fitzgerald, Freswick, Guthrie, Hunter, Lauder, Lister, Master, McCraney, McLaughlin, Niven, Osler, Paxton, Peck, Pentland, Preston, Sproule, Stratton, White, and Wilkes.
Current Representation
Following the close of nominations on August 21, 2026, Amanda Smith has been elected by acclamation as the Area 7 representative on the District of Nipissing Social Services Administration Board.

The Regulation made under the DSSAB Act outlines the qualifications of members and the term of office.
Section 3.1(2) of the Regulation provides that:
“A member of a board … who represents a Territory Without Municipal Organization shall be a Canadian citizen who is at least 18 years of age, and
